Former Hall County investigator arrested for misusing license plate reader system
The accountability gap: Georgia made plate-data misuse a crime in 2018 but shields the data from public inspection, so the only check is an audit someone has to read; Hall County let 124 users search without case numbers until a records request forced an audit seven months in.

The Georgia Bureau of Investigation arrested former Hall County sheriff's investigator Justin Brown on September 30 on charges of misusing the county's Flock plate reader system, after an audit his own agency ran only once a newsroom requested records.
Why it matters: Every driver in a Flock county is photographed and the record can be kept up to 30 months; the protection is a reason and a reader for every search, and residents can demand the audit numbers under the Open Records Act.
Date to watch: January 2027: Georgia General Assembly convenes; Sen. Albers's task force aims to report before it. End of 2026: Flock's case-code requirement.
