St. Lucie County, Florida, found 14 unpermitted Flock plate reader cameras while removing permitted ones under a state order; the sheriff claimed 3, and 11 remain unclaimed with no known owner or data controller.
Why it matters: Every passing driver's plate, vehicle, time and place is captured; with no owner of record there is no retention policy, no audit log and no records request a resident can make.
